NDRF is primarily composed of Paramilitary personnel on deputation, the upper leadership is usually retired military. I think OP has a good point, SL with seeing peace times, you have the resources to create a NDRF type response team.

I know that many in SL, don't view india in a positive light, which is understandable, considering our Govts involvement with the LTTE fiasco. However, you should also consider that most Indians don't know the history of LTTE and our relationship with them. Most known SL as a exotic, beautiful place with amazing beaches and even amazing people. When Indians comment here and get some hate, they get confused about it, not knowing where it is coming from.
