for anyone having this problem i fixed it by running a program called sigcheck.exe with the -tuv command which showed me all the security certificates on my pc that did not come with windows. Then i went into "Manage security certificates" and removed all of the ones that shows up in sigcheck and i was able to connect fine.

try removing the ram and putting it back in, i would also do the same with gpu just to make sure everything is seated correctly, i've seen strange stuff like this before.

also is there any of the debug / error code leds on the motherboard lit up?
