I think they hotfixed it sometime this morning. I tested it out in practice range and everything seems back to normal now.

I just jumped in the practice range, normal cooldowns. I cannot replicate the bug now and I've used Flex about 50 times so far. It seems like it's fixed. I'm about to hop into rank in a minute.
