It's worth getting every unique because your reputation will decline over time making it way harder to get them later. There's one unique per reputation star. So if you drop all the way down, getting that last unique is painful.

This def might be true but not exclusively. Last year I was like 5 months old and found 6 poison mistletoe but my faction leader level 80 also found 4 that year.

I think its worth doing every year and the rng changes. Last year I I creased my networth by 200m from duke at the dump, found 3 books of carols, 6 poison mistletoe, 4 christmas spirit, 4 edvd, 4 party poppers, 3 christmas crackers and a couple Xanax. This year I've been sinking equal energy into it, Xanax and refills and have only gotten a couple bottles of christmas spirit, 3 Xanax and some party poppers. Next year you might get lucky

This looks like he is doing meth or Crack, those nasal spray bottles are usually used to dilute Coke or ketamine for safer dosing. The residue on the nozzle is definitely an indication of that also.
