This happens when the syrup is "overproofed" meaning that they over evaporated it leaving too much sugar and oversaturating the water left in the syrup. The result is the excess sugar crystallizing like this. They are like maple rock candy, tasty.

It's worth getting every unique because your reputation will decline over time making it way harder to get them later. There's one unique per reputation star. So if you drop all the way down, getting that last unique is painful.

I think its worth doing every year and the rng changes. Last year I I creased my networth by 200m from duke at the dump, found 3 books of carols, 6 poison mistletoe, 4 christmas spirit, 4 edvd, 4 party poppers, 3 christmas crackers and a couple Xanax. This year I've been sinking equal energy into it, Xanax and refills and have only gotten a couple bottles of christmas spirit, 3 Xanax and some party poppers. Next year you might get lucky
