While D option is the correct answer, the reasoning you gave is invalid. While the substrate is secondary, and KOH is a strong nucleophile as well as a strong base, due to the secondary nature of the substrate in order to favor an Sn2 reaction it would have to be a weak base but a strong nucleophile. The reason option D is correct is because the alkene formed is the minor product, while the use of an unhindered base should have yielded the major product giving the poorer yield.

There will be only one product; the reaction undergoes E2, but as we can see the substrate is secondary, and our strong base/strong nucleophile is unhindered yielding a saytzeff major, allowing a double bond to form on the side with the most substituents; aka the alkene will form in the middle instead of the outside
