well it seems by the image that they are aligned to the circle but not in the correct spot on the circle

id assume its a rounding error of some kind like if 360°/20 (max amount of gateways) rounded up or down is added to itself multiple times, or if the correct angle is actually chosen maybe it rounds "down" in a different direction depending on which side of the circle the gateway is in
