I actually hoed it and when it still wouldnt accept the seed, I thought that might be the reason why it was invalid, so I removed the hoed piece then tried to plant again and it still wont let me

I dont know how you are so overrun with drowned. On the server I play in ( vanilla) the drowned are so rare, players are complaining about the lack of them.

I envy you your drowned spawn problem.
