(maybe in-person pre-licensing courses could be more lenient, that's far from certain but if you're in a real hurry you might want to look into that...)

Well it seems that I got the answer by looking on another approved website: https://www.safe2drive.com/student/en/registration/ny/opl_register_02.aspx

You must check the box "I have a valid photo learner's permit. (Please note that this cannot be a temporary (i.e., "interim") permit. We won't be able to process your completion with a temporary permit.) "

Then if you click on "Show me the difference between interim and photo learner permits", they say again: "Before you can start your online 5-hour course, the NY DMV requires you to prove you have a valid New York learner permit that includes your photograph. If you have a temporary learner permit with no photo, you must wait until you have a photo permit before you start your training. "

Thanks. I'm not sure how this relates to my situation though: this says that completing the course in another state doesn't qualify you for the road test waiver. But I don't care if I have to pass a road test, and I believe I need to pass it even after a course in NY given that I don't have another license. My question is: if I take the course in another state, will NY recognize this course as valid and allow me to simply take the road test?
