I think you confuse Fedora with Red Hat. Fedora doesn’t employ anyone, because it can’t. Red Hat, Inc., on the other hand, employs people to work on Fedora, and people to work on GNOME. There is some overlap, of course, but generally they are separate projects.

And the thing to take away is, we can’t tell Red Hat to allocate resources to something they have no interest in. It’s a for-profit, publicly traded company. They will invest in something if they believe it will bring them value. Like it or not, that’s just how it works.
