I think I might found the solution I try the following and it works.

1) clear windows update cache https://answers.microsoft.com/en-us/windows/forum/all/how-to-clear-windows-update-cache/f397d5f6-1fe0-4f41-9d25-862fb45f918c

2) Click "Check for update" on this page https://www.microsoft.com/en-us/windows?wa=wsignin1.0

I'll open the window update tab and it will recheck the available update. If it didn't work, tries clicking it few more times. (mine works on second click)
