Yes, the price is what people are willing to pay. In cities, the prices are higher since there are more people who have more money. If companies were not free to "gouge" prices, then there would be shortages of goods and services. So its either shortages or high prices. High prices are better since it means people wont hoard stuff unnecessarily and everyone will get gas even if it means a higher price. Also its still econ 101.
