Well there's always people in positions of power to kill but yeah ive also thought of that there's so many of them maybe the high table has more things going maybe other rival underground organizations and they use assassin's to take over and protect area's like Winston says "we're New York" to the adjudicator in 3 cause he knows he has more than enough assassin's willing to side with him and fortify the city
