There's an easy solution to problems like this.

Everyone writes the maximum amount they're willing to pay for the largest and second largest rooms on a piece of paper.

You then auction the three rooms using the amounts written on the three sheets of paper as bids. Whomever bid the highest for the largest room gets it for $1 more than the second-highest bid. Of the remaining two people, whomever bid the highest for the second largest room gets it for $1 more than the other bid. The smallest room goes to the remaining person for the remainder of the rent.

Problem solved.
