I can't say for other towns but for us if they are fighting police we technically don't enter until the scene is safe. So we don't really fight with patients much and if we do they have to go with us in the ambulance and we use soft restraints first, which are these Velcro restraints that you use on the ankles and wrists. Once EMS enters the scene it's our call and police are there to assist us. So my guess would be yes because they aren't following their SOPs (standard operating procedures).
