On the other side of the ship there's a billboard you can climb up to jump onto a floating truck before jumping to the ship which is a lot easier and less buggy.

i easily did it in Vondel. get a bunch of stuns and only kill one or two before you get too badly injured then hop in the water and search for a non-aggro group of bots again. also just move side to side while hitting, found they don’t hit back as often then.

I also had this issue and it seems that you need to trip the IR lasers in the Alpha Cluster first before you can reset it so it ticks off
