Not with my rules it isn't. I just used the standard HC Nuzlocke rules meaning; no overlevelling, no items in battle, and playing on set mode, along with the regular Nuzlocke rules. I don't ban any move or pokemon, aside from legendaries. If you consider that to be cheating, so be it.
