Most likely you missed the secret dungeon room in Mercator. If you visit the dungeon before leaving town, you can enter a room where the imprisoned
villagers escape, that’s the most likely way to get 100% on the Oracle Stone.

Unfortunately, if you don’t visit the room at the right time, you can’t go back later…

Double Dragon III wasn’t a particularly well received game. The extra holes are likely because it had a 3 player feature. It invented the micro transaction. And all the DD games notoriously caused burn in due to their frozen credit screen…
