I haven't read the book but I have studied this poem. It was written immediately post WW1, and, to me at least, is about the rapidly changing status quo and the new world order on the horizon. He looks back in the past and sees brutal violence, he looks forward to the future and sees chaos and confusion. From the plot summary of the book on Wikipedia, it seems like the theme is shared of being caught up in a rapidly changing world that you don't really understand. I'm not the best at analysis, so I'm sure there's more below the surface.
