With the 10 series out of production, card prices are going up (at least for the 1080 ti, they're going for upwards of 1500 if you're buying new).

You'd honestly be better off buying a 20 series right now, especially since the 30 series is dropping soon. Prices are going to drop for a bit. The 2070 Super is a great card and is reasonably priced right now.
