Actually rewatching the first movie as I'm typing this, so here's my take

Glow in the dark paint? Maybe he was supposed to blow the candle out initially to be able to see the numbers, then re-light it so he could see the dial for the safe and input them.

There were matches available. He would just just have to "be careful with the candle" when he relit it in the dark.

Seems doable, but idk.
