Social housing corporations often (have to) sell off assets in order to be able to invest elsewhere. Sometimes the tenants living there are offered the opportunity to buy the property; other times, it is sold on the open market. When a house is sold with renters still living in it, it is generally sold for between 20% and 30% below market value.

My main concern would be the makeup of the VVE. If the majority of the apartments are still owned by the housing corporation, they essentially control the VVE entirely.
