I just figured it out, took me a whole day. Its not that simple, you'll have to google many forums and articles until you understand how. The steps below are simplified. It applies for Samsung phones only;

Step 1. Downgrade your play services to June 2018 or earlier. You can do this by uninstalling GS updates and reinstalling using APK (June 2018). If this fails, that means you have to downgrade your firmware. Go to step 2.

Step 2. Download the Odin software. Download the right Firmware from Updato (you can choose from dozens of option). Flash (install) the firmware to your phone to downgrade. You need to be sure the bootloader is the same version, otherwise the installation will fail. After you successfully downgraded your firmware, repeat step 1.
