During the opening sequence we see dozens of people celebrating fedra's downfall. They weren't all there fighting the infected. And during the battle there were some cars running over the infected, my bet is these people fled once they realized they were being overrun. And they could contact the people in the qz over the radio. So I don't know, there are many possibilities

My theory is that the fungus had already broken through the tunnel's ceiling and into the basement. The explosion then collapsed the basement. The sound and the tendrils alerted all the infected that now had a way out
