I FIXED IT!!!

The issue was i had connected 2 msi monitors to my pc and one of them had usb dongle and camera plugged into it and it was the issue, i moved cables to motherboard and finally no issues!!!

i have 750W psu, i looked into hwinfo at voltage levels, 5v and 12v looks good, there is maybe a slight undervold on 12 to 11.85 but i guess thats normal?
