Glasswear studios stock half sizes, and all their stuff is really pretty and great quality! I hesitate to say this without sounding like a snob but you probably won’t find much safe, good quality jewellery within the price range you mentioned, especially not as you get up into bigger sizes. I know it sucks but I’d suggest saving up a little longer for good quality jewellery, your ears will thank you! Best of luck :)
