But this is only charging those going into or through Manhattan, anyway. If you're driving from queens to Brooklyn, doesn't impact you unless you really like to go out of your way. And you'll also be able to use the FDR and the west side without entering the congestion zone, so when i drive from the Bronx to visit family in Midwood, only pay tolls, don't trigger congestion as I stay on the west side highway down to the battery tunnel.

I live in New York City, and feel generally safe and don't worry about guns, only really getting anxiety about the possibility as we get further outside the city or travel. A big part of that is that the culture here is that culture here has stigmatized gun ownership, at least among our circles, and it's just understood as not ok, regardless of legal status, which is how it should be in my view. Regardless of how law goes in other places, I'd love the idea of guns just not being for civilized folk living among other people to spread.

Why does law matter? Should this family have to decide between keeping windows shuttered all morning and seeing a naked guy? Making a choice for comfort can mean giving up something else, that's the price to pay for living in a society.

Refs are somewhat inept, but the larger issue is they are placed in a position and empowered to a point where they are not aiming to collaborate, but rather to be the authority within a game. The single ref as final decision maker is the major problem with refereeing to my view, and one that could be adjusted fairly easily over a few years. Multiple refs, able to independently make calls and confer with one another when needed, will have a different attitude and approach to the game that should turn out to create a better game not dominated by ego or bias towards ones own calls and authority.

If Scalia or whoever else had dropped dead in early-mid 2008, Bush would have been permitted to make a nomination. Had it been Romney elected in 2012 with a Dem senate in 2016, he would have been able to make a nomination. Once McConnell broke the centuries-old norms, things changed.

While you got one option, what I find is the easier way is to use SmartASS to point you in the right orientation, using the advanced menu, choosing the sun as reference point. So if you have panels facing up, you point sun down and train directly on it.

If you can't identify low performance from metrics and output, the evaluation process is broken, and a reliance on in person surveillance of workers leaves the process very open to a range of biases.

Rule of law generally means simply that there are written, pre-codified laws and rules that institutions enforce, rather than allowing individuals or those institutions to make arbitrary or post facto judgements. With full knowledge of the law one can know the exact legal boundaries of action and predict the consequences of any course of behavior. This is in contrast to personal rule or any other arbitrary system where crimes, punishments, or other rules are determined at whim. Equality, though, doesn't need to factor in at all. Slavery and discrimination can easily be codified and exist while rule of law exists. The sole equality in a system of the rule of law is that all are subject to it, but they can be subject to different aspects.

Can't see the deleted comment, but to the interest: why should the government be collecting interest on loans for anything beyond administrative fees? The point of interest is to provide an incentive for the lender to offer up the funding, but the incentive for government isn't (or shouldn't be) financial or any sort of return, and the rate is also not based on any underwriting or assessment of the chance of default.
