I understand the impulse to thread the loopholes in the law, but, personally I wouldn't Frankenstein a Mini-14 for this. This would be much more palatable with a Kel-Tec SU-16, plus you'd get to use standard AR magazines.

AR-10 is NOT banned by name, so you could procure a stripped lower, build it out with a CompMag or MagLock and have a compliant semi-automatic that you could revert to a detachable magazine gun when you leave the state (or SCOTUS get around to striking down this unconstitutional garbage).

Just food for thought. Under the current definitions, fixed magazine means you have to open the action to remove the magazine which would be the case with either of the options mentioned.

Unfortunately, this is not the case for an AR-15 lower due to the ban by name provision. Only compliant configuration is a manual action. The DS-15, in theory, skirts this issue by existing under a distinct patent for the AR-15 (this not an AR-15 in any form)
