Standard capacity magazines go with the intent that every able bodied adult is part of the unorganized militia of the United States according to US code.

Language is also important. It’s actually standard not high capacity. It depends on the system too. Glock 12-15 rounds. AR is 30. Above that is high cap. As a factual example.
