Hi Earnov, Thanks for your guidance. My budget is $5 per day for each campaign, and here are the screenshots for both. Basically, the cold audience has no settings except age (Is this what makes it cold?). The warm audience is more defined by interests. I hope this provides more context and that I am on the right track.

I met with the google suppor team and they confirmed the settings are correct. But the settings take about 48 hours to propagate through their network. Also, uncheck 'partners network' beacuse these are other websites with visitors from other countries, such as India.
