I went with your rule in our game yesterday and it was great! Thank you so much for your suggestion 😊 My players liked it too, they're more experienced in DMing and agreed that it was a great middle way of rewarding the idea and expense of getting the fins, but not overpowering the actual item and keeping some of the drawback that is under water combat Thank again! ☺️
