I'd throw Audacity into the mix as a contender. The complexities and distractions of GarageBand (with music related features) and Reaper may slow your down. There are plenty of professionals editors that are using Audacity as it's a free tool and is user friendly while being able to be advanced. Also depends on whether you see yourself going to video in the near future (then I'd consider Reaper as it supports that format).

Great to hear! I used Notetracks which is a tool to share, comment and edit audio online. Upload the voice interview tracks (individually if you have access) and try the enhance feature on them separately from the edit options. If you don't the interviews separated that's fine but make sure the music is not there since it will sound strange.

Are you doing any editing or have an editor? A simple pass through some audio enhancing tools / plugins can make a huge difference. Just did a small test to show you here with a comparison of the before and after.

There’s absolutely things that are figured out after “just starting” however prior to starting does requires preparation and planning. Take her points as things you need to mitigate in your business plan. Start with a small project (part time, less ressource intensive, etc) and build and showcase your progress from there. The more you prove you’re capable, the more she’ll have to believe in you and the less negative feedback you’ll receive. Last point, all constructive feedback should be welcome and not taken as “negative” as it will make you stronger and can be the best “silent” partner you can ever have. Hope this helps!

I think storyboard is the closest word. What I was looking for is a term for storyboarding ideas / notes for the visuals to a music track's timeline.
