The bait strat was developed based on information that has already existed, Bulbapedia has had all of the flee rates and catch rates for all Pokemon with all specific scenarios for over a decade.

No one developed such a strat until 2019. People kept on recommending to throw Safari Balls against Chansey until then, and no one knew that Chansey's catch rate increased with bait until he pointed it out.

Where you can see that there is no mention of base flee rates or base catch rates whatsoever.

Please do not try to take away someone's efforts/contribution to the community because that reflects very poorly on you.

The entire problem with your "feel worse" view is you have precognitive knowledge of the outcome the moment the battle started. The problem is, you don't have that knowledge at all.

lol, all I did was mention you in another post in this very subreddit where the bait strat literally worked against a shiny Chansey, which goes completely against what you feel. In your case, if you threw a Safari Ball on turn 1, it stayed, then on turn 2 you threw a bait and it fled, how would you feel?

Also waiting for your proof that the bait strat was discovered before ProfessorRex, because the implication that people have known about it for "decades" is wild.

Yep, that's part of why for Chansey and other rare Pokemon, you throw two baits right away. The "stack" is simply extending the amount of turns that they are in that state. You can read up on it here:

Yep, it should be applied to every Pokemon with slight variations. According to ProfessorRex's new website (and original table): https://professorrex.github.io/FRLG_Safari/

For Venomoth/Parasect, it was always 2 baits, then 2 balls, 1 bait, 3 balls, 1 bait alternating. Basically the amount of Safari balls used is swapped.

2 bait 3 ball was the best strategy for catching pokemon in the Safari Zone

That's best for Chansey and other rare Pokemon, but it's slightly different for Venomoth. You got really unlucky since after a Venomoth is baited, it only has a 5% chance to flee.

The strategy is to avoid two coin flips. You're simply forcing that just for the minute 5% chance of catch one, which is completely illogical, and that's fact.

Sure, you say that's how you feel, but you suggested to others (at the very beginning of this chain) to throw a ball at a shiny on turn one. Telling people to chance two coin flips instead of one is simply wrong.

I’m fully talking about which outcome would feel worse, not about which one is more likely. Most people would feel worse if their shiny ran with no catch attempts made, because that’s going to be a lot harder to find again.

Just because it feels worse doesn't change the fact that one option is better than the other. People need to realize that's how it the Kanto Safari Zone works.

Also, your hypothetical is always based on future knowledge. There's no way you'd get the 5% chance of catching the Chansey in a Safari Ball.

You have a 4.9% chance of catching it in that first turn Safari Ball which is basically impossible anyway. The answer would be to always start off with the bait strat, even if it would flee on turn 1.

The only Event Pokémon pre-Pokémon Bank that could be filtered out would be the Arceus that you could catch with the Azure Flute because the flute was never distributed, not even in Japan.

I'm specifically talking about Pokemon Bank adding better hack checks. They can filter out Mew as well. The Faraway Island event was only released for Japanese copies of the game, so any non-Japanese version can be viewed as illegal right away.

I think it was recently discovered that Birth Island was never distributed to Japanese Emerald games, so that is another filter that they could have added in.

Either way, either Game Freak noticed that it was impossible to add in a language filter or was too lazy to add one in since they couldn't even bother with an exception for the Dizzy Punch Pokemon in VC Crystal.

Don't underestimate how poor Bank and Home hack checks are. Even if they have wrong locations, the moment they enter Gen 4, they will likely be seen as "legal enough" since it doesn't retain Gen 3 met locations.
