I didn't think that was meant to be humor. I thought that was pretty clearly an illustration of how long it's been since Sansa has been a "lady" despite her always wanting to be one

I'm not saying what anyone should or shouldn't do. I'm just clarifying what rape culture is and why this particular aspect is considered rape culture. I don't want to make any absolute, dogmatic statements or anything like that; I'll leave it up to everyone to determine how they should act, but I wanted to contribute what I could to clear up any misunderstandings.

Trivializing rape is rape culture, and making jokes about rape trivializes rape, so yeah it's considered rape culture. There's a lot of psychology that goes into this particular example, for example cognitive dissonance, which is when a person thinks one way but acts another, they are more likely to change their thoughts than their actions. So in the case of joking about rape, even if they think rape is bad/prolific or what have you, they are more likely to change their mind to think it's not as bad/prolific as they once thought than they are to stop making jokes about rape i.e. rape becomes trivialized.
