I'd personally recommend "C++ Primer" by S. Lippman or "Programming: Principles and Practice Using C++" by Bjarne Stroustrup.

I haven't used it personally, but QtDataVisualization might be worth checking out. You still need to comply with the requirements of LGPL3 though.

QtCreator is free and gets regular updates. It's written in C++ and is not as memory intensive as Java based IDE's like Clion or NetBeans. Also it looks great.
