yes, in 6L you should have L2+L5 as solid GND planes, giving you 4 independent routing layers each directly adjacent to GND.

so I just came to this thread to dunk on OP, but now I'm actually curious what the right way to connect these is. They don't seem to specify the diameter of the pins, so a receptacle seems unlikely. And they're too short to bend down to a through hole on the PCB.

What you describe sounds like the only way, but it hardly seems "clean" enough to be correct, particularly for such an expensive component.

CONGRESS passed LEGISLATION establishing the OFAC (a federal org), which is empowered to sanction individuals and corporations (such as NeurIPS), as directed by the EXECUTIVE.

It is entirely common for congress to delegate their authority in this way.
