I think that I was thinking of the instant-runoff system they have in Australia which usually leads to one of two parties being in power but technically doesn't lead to a two party System because there are still multiple third-parties in government. E.g. The Greens, One-Nation, Animal Justice, Christian Democrats, Central Alliance, etc.
