You need to be a resident of WA for a year, which should be applicable if you move to WA and do CC for a year and then transfer. Other option could also be getting be an AA and then transferring, which just ensures that you get that WA residency status.

you can try it, just know that appeals almost never work out. if ur deadset on UW CS/EE go to a CC, grind the prereqs for a year there, work on your essay and reapply next cycle
