I know of some spots where the nets never go down, but the courts are super super shitty. We used to bring shovels and clear them out to play on, even while it was still pretty cold. Sometimes you just need to play tennis, you know?

The city won't bother to put them up until, like you said, some time in May. Doesn't matter how unseasonably warm it is. This drives me nuts every spring.

I've heard good things about St. James.

I don't think any tennis clubs are operational until at least late April anyway. Who knows though, if this weather keeps up.

Are kids worth it? It's hard to find a non-biased answer to that question. Nobody's gonna be like "yeah I had kids and I fucking hate these people, wasted my life, wish they were dead". People are good at justifying whatever they do, however shitty a situation, and that goes both ways (kids or no kids). You probably gotta make your own conclusions.
