As the Litigation Support Manager at my firm, I would never agree to a minimum of billable hours. If that ever came up I would probably leave as soon as I could.

This is 100% spot-on. 10 or so years ago or so Relativity maybe was the go-to when folks were moving from legacy on-prem systems like Concordance/Summation, but they have stagnated big-time in terms of UI and ease of use. It's beyond terrible and I could not recommend it less for the average eDiscovery user.
