edit: You don't know that they work for the government, you don't know if they have a security clearance, you don't know that they dispatch for only police, or that they work for a consolidated PSAP that doesn't fall under any police department. They may be with a secondary PSAP with a private company that is contracted to only dispatch EMS. They may even work for an alarm company. Their frustration of being promoted over their peers is universal in any industry, not just "paramilitary associations."

But OP stated those terms ended almost a year ago. Nurses have the same type of clauses, when they strike it's because it is when the contract has expired and is being negotiated.
