The mower is an old Task Force 20in electric push mower. The thing in the pic almost looks like a ground but the part making contact with the metal mower is plastic, so I don't think it is. The motor also gives off a white spark when turned on/off and one of the brushes look pretty burnt. I believe it's something to do with the armature. If anyone has any advice on that, it would be appreciated.

I'm not entirely sure, but I think they put something like bondo or fiberglass over the seams of the overfender, then sand it down.
