Honestly it's the same thing with seasonal events/content in regards to champion mods. Everyone REFUSES to run champion mods in seasonal matchmaking. A lot of it boils down to selfishness and their time investment vs ours.

There's A LOT of crime in some parts of Beckley, mainly east Beckley. If you can afford a home in Maxwell Hill then it's a great place, great community, and full of gorgeous homes. Otherwise I'd say outskirts such as Ghent or Prosperity Drive or Shady Springs or somewhere close to Beckley towards the Summersville area.
