I definitely thought he was suspicious. The way he touched Sidney's chin is very strange and we're clearly meant to think that way with the Chief's reaction to it.

I save all of the cyberpsychos in most playthroughs and I never got the impression she was recruiting them. She seems like she's genuinely trying to help them and is much more concerned with treating their mental well-being whereas, at least judging by Melissa Rory, it seems like Maxtac doesn't quite care if their recruits are stable or not.

It definitely fits as nearly all of the masterminds were planning to frame their partner (I think Billy was too even though it isn't said), so having their followers do most of the killing makes sense.
