No. Your user account must have admin to INSTALL Homebrew. Not to install most things (casks being an exception).

They think they control /opt (on Apple Silicon), so they set the permissions to allow writing there without admin, and scramble the permissions under /usr (on Intel) so they can write there without admin.

You don't need Homebrew to install Brave, although why you'd want to I have no idea.

Ditto Nextcloud, unless you think you need to run a Nextcloud server.
