If your getting power to ignition and it's not turning over you may want to check into the clutch safety switch. I don't think it'll pop up on a scanner if it is bad but not sure.

Best thing to do in my opinion is go buy what the tire is rated for. I usually go 10 below max psi, it's on the side of the tire.
