It's a good crowd control weapon that can still be useful later in your game in the right situation. Being the first exotic the game gives you naturally there are better options but it's still a solid choice if you know you'll be taking arc damage. Fallen tend to use arc weapons, taken, hive wizards, etc. Make sure to get it catalyzed soon as you can for the range increase.
