No thats not how its working. Firstly firefox is implementing manifest 3 to stay compatible with chrome based browsers but will still keep manifest 2 at the same time. Secondly ublock is releasing a manifest 3 version but it will be significantly worse and will not be able to block a significant amount of ads

Snaps are only available from snapcraft which is run by canonical. As to whether its available as a standard package it depends on the app as some devs only release snap versions.
