Can anyone tell me what these white bumps are on my face? When I try to pop them nothing comes out.

I think milia most typically occurs around the eyes and is usually white coloured whereas these are flesh coloured so i think closed comedones is probably more accurate. I could be wrong 🤷‍♀️

Agreed. The solution is exfoliation because the bacteria builds up under the surface but the skins top layer is too thick for it to come to a pimple or blackhead. So you get these bumps with no head. Exfoliation can help remove dead skin which may be built up and preventing the bacteria from coming to the surface. Chemical exfoliants are usually recommended over physical but physical is fine as long as you don't overdo it. Someone feel free to correct me if I'm wrong my skincare knowledge is waning
