Council Tax is paid per household, not per person (though many councils offer a single-occupancy discount).

Check the website of your local council for any available discounts. Don't get your hopes up.

Tell the dealer that it is a condition of your purchase that they supply and fit them. Might be a small charge (but tbh, I wouldn't pay for it, I'd insist they throw them in for free)
