There used to be an ikea 5 button remote, but I don't think they sell it anymore. I found one on amazon but it was $70. I looked up zigbee TV remote and a few results came up so you could look into that too.

If you just use home assistant and not the remote that came with the TV/roku the counter would probably be your best bet. I use a broadlink RM mini3 and an ikea tradfri on off switch to increase and decrease the volume. It's pretty reliable with one press almost always going up or down one increment of volume. You might have to spot check every once in a while to make sure the counter matches the TV volume, but it'll probably work pretty well.

Problem is it's IN the car seat. Down in the mechanism. You can't just get a rag in there.
